It sure looks like a flood victim to me. As does the other SX-28 AND  
the SX-88 he's offering.  I had the good fortune to overhaul an SX-88  
a while ago for a customer.  It was a LOT of work, but was worth it.   
This one would require a complete tear down to the bare chassis.   
There is no known source for the needed drive belt the SX-88 uses.
