You are not alone. I have two SX-28's and only one dial lock
mechanism. Many others have one radio and no lock.

The only part that you can't make fairly easily, as I remember the
thing, is the little handle.

Yes, that's how it works, basically.. The thing has two long
rectangular bars that are held to the chassis with two screws directly
below the dial. The bars are formed out of flat slightly so that the
clamping device pinches the dial skirt between them at the upper end
when tightened but spring out of contact with the skirt when released.
The "clamping device" is as follows: a clearance hole is in the outer
bar and a threaded hole is in the bottom bar. The little lever thing
you move with your finger is a thin rod with a larger cylindrical
section at the end of it. This lever threads into the clamping stud
(I'll call it) which has a threaded piece to engage the bar closest to
the panel and pass through the outer bar. The outer end of the
clamping stud is larger than the threaded part, has a threaded hole at
the outer end for the "little lever thing" and a shoulder to press the
outer bar toward the dial skirt.
