Skip,

Dean beat me to it to point to the information on the justradios.com  
site.

Basically, the (more expensive) capacitors will fail safely if they  
ever do fail, they won't burn up, and they are built to withstand the  
sometimes astoundingly large surges or spikes encountered in wall power.

HINT:  For even more safety, put an X cap from line to neutral, and  
whatever you want from neutral to chassis/safety-ground.  Always  
install a three wire grounded line cord.
