It shouldn't be too hard to straighten the fins, Joe. I have done this a number of times using a piece of stiff plastic or non-metallic tuning tool. The fins tend to spring back, so just carefully spread the fins at the point where it starts to cut out until it works OK. Usually only one or two plates will need to be bent and I would start at the outside plates on each section.
You could also try inserting a piece of paper or thin cardboard between the fins to located the ones touching. Sometimes a small metal particle will get between the plates and cause a problem, so a good cleaning also might be the answer.
I'm not sure about the S-40, but many tuning capacitors have an adjustment screw at the back of the shaft to take up play. If this is set wrong, the plates also can touch.
