[Hallicrafters] Some Speaker Help

Some Speaker Help
 
I have a Hallicrafters pm-23 speaker. In removing the speaker from 
the cabinet, I noticed that the speaker cone is not attached to the metal
speaker frame. 
Is this normal, or should the perimeter of the speaker cone be
glued/attached to the speaker 
frame ?  If it is supposed to be attached, would is the best way to do so ?
