My favorite solution for a gimmick capacitor or any low value high quality 
capacitor is a small scrap of double sided circuit board.
If you measure a larger sample on a capacitor meter you will have a 
representative value of pf / square inch so it is easy to determine how 
large the capacitor needs to be.
Solder a lead to each side of the board and you have a high quality 
capacitor
If it needs to be trimmed to value after installation just put the leads 
radial fashion on one end and snip to trim
If it needs protected sleeve it with heat shrink or goop it into a small 
plastic tube.
I don't know what the breakdown voltage would be offhand but it is 
significant especially with glass epoxy board
