Since the SX-25 is pretty much a repackaged SX-17 I can understand the 
earliest having both RF amps in use which was soon seen unecessary from an 
operating viewpoint. Having one less contact on a wafer that remains on the 
shaft isnt saving money except maybe to the most anal beancounter. Halli 
continued that same switching arrangement thru into the 60's.

I've never seen an SX-25 with the 4-coil arrangement in the radio, on Band 
One.  I have seen several SX-25's, including early/middle/late.

My best SWAG-method approximation:  They may have designed the radio, 
initially, to use 2 RF stages on Band 1, e.g. 4 coils; but the bean counters 
found a way to make it cheaper... hmm.  And, as for the manual.... perhaps 
some of those Halli tech writers later went to work for Aerotron, whose 
two-way comm gear manuals often contained errors that went uncorrected for 
years (if ever!).
