As a collector who imported a number of "boatanchors" from overseas
and from Canada, I can say I'm experienced with these things...
The receiver (I assume is a used one and you're not a dealer importing
it for resale) is considered personal import of "household" or "hobby"
items and it's exempt from duty.
New ham equipment imported by a dealer for resale is subject to duty
at the rate of 3% of the value.
