George,

Is this stripped down to a bare chassis or are the components still on 
it?  If most components are still mounted you want to avoid getting 
water into transformers and coils-even if rinsed thoroughly with 
distilled water there is likely to be residue of any cleaner used along 
with minerals/salts from the water left behind. 

If all of the components are still mounted I would suggest first putting 
on a good filter mask (preferably not just the little dust mask) and 
then use compressed air and a selection of brushes to remove any fairly 
loose grime.  Then selectively spray on a cleaner (keeping it out of 
transformers, coils, etc.) and use the brushes to loosen more grime.  
Use distilled water (or water from a dehumidifier) is generally safe to 
rinse away the cleaner and use compressed air to assist.  Repeat as 
necessary.

Some of the Halli gear used cadmium plated chassis and you don't want to 
breath or ingest a lot of that so be careful.

Also be very careful with meters, dial scales, etc. to avoid destruction.
