[Hallicrafters] SX-117/HT-44 slaved operation questions

Hi,
   My HT-44 manual states: "The RF LEVEL control ... which in CW and AM 
varies the carrier output... In USB or LSB, this control has no 
effect."  I assume the "has no effect" means full output (100 watts) 
will be the output.
   My first question is: In slaved mode (SX-117 controlling the 
frequency) will the RF LEVEL on the HT-44 have no control and output 
will be maximum? That seems to be what I am seeing.
   My second question/observation is: When in slaved mode the SX-117 
does not seem to be changing the output frequency (I'm looking at the 
output with a spectrum analyzer).  But when in HT-44 XMTR frequency 
control, I can move the output frequency (seen on the SA) and control 
the output level.  Am I seeing a problem when in the slaved mode?
