[Hallicrafters] Did Power Line Voltage Increase from 110 to 120V?

The load is pretty well balanced in my house (between
the "halves" of the input voltage) and it generally
runs between 250 VAC and 254 VAC.  Now when the air
conditioner is running it can drop a few volts.
