[Hallicrafters] ASTRON supplies

I have a RS 35 that the lightening took out the regulator,I think.
It motorboated when first turned on,then the 2N3771 opened, after replacing
there is no output and the TIP29 has 27 volts on all 3 leads. I replaced it 
and
same thing. Replaced the LM723 with good one from 20 amp supply.same 
symptoms.
LM723 worked OK when reinstalled in 20 amp supply.
Does anyone make a replacement regulator board?
I may just make one with a LM317 if not available.
