[Hallicrafters] Noise on 40 meter band?

I have often heard a sweeping signal over the past few years on various frequencies on HF. Most often between 4.5 and 5 MHz, but it does seem to move around quite a bit. I believe this is related to the ROTHR radar system operated by the US Navy on the US east coast and Texas, but I could be wrong. The "woodpecker" was a former Russian radar system.
Other over the horizon radar systems that use the HF bands may currently be in operation by Australia, France and Russia.
