[Hallicrafters] SX-42 S-meter

My SX-42's S-meter has never worked.  It will not adjust as per the
manual but I do see slight movement when crossing a station.
The meter's mechanical zeroing screw (front face) only zeros the
needle on the high end of the scale, the right side.  This seems odd
but perhaps this is correct.  Another possibility is that it is the
meter's problem.
Can an SX-42 owner verify the rest position of the needle when the radio is off?
