[Hallicrafters] HA-1 Keyer

I'm working on a HA-1 keyer which is operating correctly except for the 
fact that it generates erratic dits without being keyed. When keyed, proper 
dits/dashes are generated. Anyone have a suggestion? "Normal" 
troubleshooting completed - tubes okay, new caps, etc. Might this have 
something to do with the suggested use of 5963's in place of the 12AU7's?
