You need a diagram of the PS and pin out of the power cord to the 
thransmitter/transceiver.

As the on/off switch is located in the transmitter, or transceiver you will 
need to either jumper the proper two leads or connect a switch across them 
to turn on the PS. Then measure the voltages between the proper pins on the 
connector.
*Be careful*, high voltage is present and I believe the plate voltage runs 
590, but it's been a long time since I owned one.  Plate current is measured 
across a resistor in the PS. There are two jacks for the meter leads for 
this on the top of the PS chassis.  Don't use a multi meter than has a 
grounded case and don't let your fingers get down on the metal probes. Those 
pins are near 600 VDC above ground.
