Try listening in the early afternoon, right now I am hearing on my
sx-42 about 12 broadcast stations on the 19 meter SW band, 6 on the 16
meter band and 1 on 13 meters. After dark, only a few stations can
usually be heard except for the CBers on 27 Mhz.
Although the sensitivity does taper off somewhat on my receiver above
21 Mhz, it is still quite good all the way to 30 Mhz. Make sure that
the alignment is correct on band 4, it is very easy to get the receiver
to track incorrectly.

I have noticed a wire attached to the side of the fourth bandswitch
wafer from the
front. It's about 1 inch long and I can't figure where that should go.
I have tried
it on all bandswitch lugs within a 1-inch radius but it has not
improved Band 4
performance.
Any ideas? How should I troubleshoot this in a logical manner? I find
the entire
bandswitching system extremely confusing and difficult to troubleshoot.
