[Hallicrafters] Silver mica measurements

I would not be surprised to find a lot of silver micas out of tolerance 
or just plain leaky. This is what I found in my recent restoration of an 
SX28. After 60 years + a lot of them are starting to go even those in 
low voltage circuits. Plate coupling silver micas should be replaced.
