Yep it would be a very easy thing to do, limit the congest ( contest) to just a small slot of the band, its fair and should be that way , why not? And lets eliminate the split operation.

I have no problem with a "band takeover" once or twice a year
on 160 meters. The level of activity is amazing. Wish a small percentage
of it would stay there year round so there would be someone to QSO with.
What REALLY gripes me is the RTTY bunch with contest after contest
over the entire CW band! Most other contests are usually limited to some
segment of the CW band, but they don't seem to care to do this.
Invade the "digital" portion of CW bandplan any other time with a non digital
mode and you get loud howls about "not sticking to bandplan"!
I REALLY feel like a contest event should stick to a limited part of the
spectrum. How to "enforce" this? Simply by having ARRL "Observer Corps"
or some "watchdog stations" monitor band limits of contest. Whoever gets
say 2-3 "gigs" gets his log disqualified. Simple as that. No fines, no FCC.
I know some guys really get their jollies contesting all the time, but there are
other guys trying to do other things out there too that need some relief from the
madness. It definitely needs some 'curbing' or moderation, as some of it is
getting rampant.
