[Hallicrafters] S-77 "Resonant" Cap Question

Looking at the schematic, C-59 in this AC/DC S-77 is between chassis ground  
and neutral (if you use a polarized plug).  However, the cap is actually in  
series with a coil that is wound around the high side of  the capacitor.  The 
parts list calls this a "resonant" capacitor, and  it's in parallel with a 270K 
resistor.  Has anyone tried to duplicate this  "resonant" cap?
 
I haven't measured the inductance, yet.
