That's original insulation to keep a stable temperature around the
crystals.
The small, black specs and what look like black thread enhances the
thermal coefficient.
I've seen this several times previously but mostly on Collins equipment.

I received a dusty old SX-62 Run 2 today. After removing the front 
panel, and pulling
the chassis out to take a look underneath, I found the following:

Either this is some sort of Hallicrafters insulation for the crystal 
marker (unlikely),
or a mouse had made his home under-chassis for a while. I wonder how the
set performed if it was operated with the mouse in residence? Perhaps a
bit
squeekily?
