That's the best way *until* he uses another ID. The way I dealt with
him when he sniped a Drake receiver I offered was more far-reaching:
in my description I warn bidders with negative feedback to contact me
before bidding. It doesn't bar bidders based on this (I have two
retaliatory negatives), merely gives them a chance to explain what
happened and why. It also gives you an 'out' if they snipe without
first contacting you. I generally sell things to get rid of them and
raise some cash, not necessarily to make top dollar. I have no problem
selling to another, lower bidder.

Martyn pleaded ignorance (like everything else does), claimed he was
really 'Leslie' and had no idea what I was talking about. Reviewing
his feedback for both accounts revealed his own admission that he uses
the 'gottahaveit1995' as a buyers account (someone posted negative
feedback mentioning it and he basically said 'so what?').

Later he posted positive feedback for the deal. I left neutral for him
explaining that the deal never took place due to his dishonesty. He
replied (you can still do this in feedback last I knew) that he
already had the radio so of course the deal was completed. Of course,
the receiver went to another bidder in Missouri long before.

He can find ways of sneaking around most things, and ebay allows it.
New accounts will have no negative feedback for awhile. So just add
'bidders with multiple ebay accounts must contact me before bidding to
prevent deceptive dealings' or something along those lines. True, it
won't stop him, but at least you can cancel the transaction and sell
to another bidder on the basis that he ignored your listing
requirements. Sad to have to resort to such crap, but obviosuly needed
there.

Remember that he's already been suspended before, changed seller IDs,
etc. It's not like they don't have enough evidence to remove him. If
they started doing that, they'd have to remove other crooks, and their
bottom line would suffer. Nevermind that business might increase if
they ran a more honest site. I do use ebay myself and get decent deals
from decent folks. You just have to be very alert to things that don't
look right, sound too good to be true, and all of that.
