Did the thing ever read more than S-9??  (Maybe you did not run the radio 
before recapping and aligning it.)

Over the years some meters lose sensitivity because the magnet loses its 
strength.  This is a seldom mentioned cause for meter calibration 
shift.  One military meter test set I have seen pictures of has the ability 
to re-magnetize meter magnets.  I have never seen an example of that meter 
tester, however, and have never heard of anyone who has one.

Is the full scale current for that meter known?  It would be fairly easy to 
test the meter itself if that rating was known.
