[Hallicrafters] sx 42 S meter reading

The S meter reading on my recapped and aligned SX 42  is rather low . It does not exeed S 9 even not on the strongest BC stations 
The sensitivity is good ,reception even of SSB transmissions is very nice and easy to tune  and the the stability  for a tube receiver is better than I ever encountered 
It stays hours on the same  SSB frequency 
Voltages are OK ,Tubes are tested 
Does someone ever had the same trouble ?
maybe you can help me where I have to look to solve the problem
