Not always. What we used to do is to use two electrolytics of twice the 
value in uF, but same voltage rating, connected in series with both 
negative leads connected together, or both positive leads connected 
together.

In fact, if you take a modern non-polarized electrolytic apart, that is 
generally what you will find inside.
