That thing is meant to operate on either 6 or 24 volts.  If you apply 12 
volts to the 24 volt heater (the higher resistance one of the two) then you 
will get one quarter the heater power. This might be enough to heat the 
thing up, especially if you wrap the whole thing in a little blanket of 
cloth or fiberglass.

Very likely the pins 1-3-7 are just the two heaters in series, and you 
would see 106 ohms from 1 to 7. I would apply the 12 volts to 1 and 7 and 
see what happens.

Some of these ovens had an arrow on top that you aligned with marks on the 
chassis, and a socket with TWO keyway slots. You could install the thing in 
one of two orientations depending on the supply voltage the radio had.
