THIS is the correct way to wire 220 VAC.

THIS way is absolutely, and completely, against any code I have ever 
seen. In point of fact, the bare copper ground wire is supposed to be 
connected to GROUND, and the white wire is ALWAYS supposed to be 
connected to the neutral buss at the panel.

Although an electrician can connect the ground wire to the neutral 
buss, making both the bare wire and the white wire have essentially 
identical voltages, it may not necessarily be the case.
