[Hallicrafters] SX-101 MK3 problem

I am restoring a SX-101 MK3 and have run into a seemingly minor problem that manifests itself in the inability to properly zero and operate the s-meter. The s-meter circuit and components themselves check out OK, as do the voltage measurements on the s-meter tube. However, the voltage output from pin 8 of V7 (AVC/noise limiter tube) is only 10% of the specified -2 volts. Since this output feeds the s-meter adjustment circuit as well as providing AVC feedback, I suspect this may be the problem. I am, however, having difficulty finding the cause of the low voltage out of the AVC tube. I have done the obvious things such as changing out the tube, checking resistances, etc., though I have not yet started to replace components. Has anyone run into this problem or have a suggestion as to where I might look for the problem? Please note that the receiver performs very well in all other aspects.
