[Hallicrafters] HT-32B no TX on 40

I have a SX-115 and HT-32B combo.  The HT-32B has no transmit on 40 meters. 
If my memory serves me it uses the 21.5 MHz crystal in the heterodyne 
oscillator to generate the 40 meter signal.

Before I dig into it - has anyone had this problem and what was found to be 
at fault?
