[Hallicrafters] SR-400A AGC Pumping

I am relaying a question for a local ham. He has an SR-400A Cyclone III .
His trouble is with the AGC. It seems a bit quick for his taste, and in fact
has a tendency to "Pump" the audio up and down rapidly. He would like to
know if perhaps there is a mod to slow the decay time. Or maybe he has a
problem , or is this a characteristic quirk of the radio? Any help is
appreciated.
