Yup -- and Mouser sells it.  Go to their website and search "strain 
relief". It'll take you to page 1246 of their catalog which lists a 
variety of strain relief doodads and special pliers for installing 
them.  Oh -- by the way -- the tool costs over 50 bucks!  I use regular 
slip joint pliers with heat shrink tubing cushions on the jaws. 
Electrical tape works, too, to keep from marring the plastic strain 
relief. I think the strain relief looks a lot nicer and works better 
than the cable tie/grommet solution.
