Or the tower would hear both transmissions well enough to understand them.

Example:

Strong signal:      "Tower this is Cessna 534 at ten miles for landing."
(weak signal)    ...    "Mayday mayday engine failure over the VOR!"

This kind of thing has happened, of course.
