I have two SX-28A's. One I have been in the process of restoring and one I just bought off of Ebay that is in really bad condition. The First has a front panel that has SX-28A on it and it does have a pulley behind the main tuning knob that drives one of two dial cords. The second is also a SX-28A, though the front panel says SX-28. This receiver is totally gear driven as you mentioned and has a dial cord for the pointers only. The receiver that has SX-28 on the front panel, though actually being an SX-28A was clearly used in the military as it has a stamp on the back apron which gives the date that the radio received the fungicide treatment as well as some stamping on the front plate in several areas. All these stamps were put on with ink of some sort and not are actually stamped in the metal. You correctly assumed that the tuning knobs do have a clutch in there and that is why you are not feeling a hard stop at the end of the travel. Good luck in your restoration. It is not a particularly easy restoration but when you get finished I am sure you will be pleased.
