I just got off the bench.  Remember I said there was white dial cord  on the 
tuning and black cord on the band-spread?  You guessed  it.  Whoever replaced 
the dial cord on the band-spread didn't get it  right.  As you tune from 0 to 
100, capacitance increased, so at 100 the cap  was fully messed.  Yup, I had 
it set at 100.  I'll fix it tomorrow,  but I have to see if I can remember 
where I put my fishing line.
 
And, I used to tell all the new techs to check the obvious first.
