If you plan to use the receiver often, I would say yes, replace the
electrolytics. It's likely to be easier to do now when compared to
hunting for a replacement power tranny down the road.
If it's going to just sit on a shelf and be turned on a few times a
year, and the current filter caps test ok for leakage, bubbling sounds,
and heat, I'd say keep em.
Turned my S-40B on here and after 30 minutes the transformer isn't even
really warm, so I don't think it is stressed much by design. My 40B had
the filters replaced at least once prior to it finding a home at my QTH,
so I didn't (re)replace them, even though the existing capacitor may be
decades old.
