If the HT-37 phone problem isn't fixed yet, here are a couple more things to think about:

If the HT-37 is modified for push-to-talk, try fooling with the VOX controls.  The common PTT mod just forces the VOX circuitry to key the transmitter.  The VOX control has to be set at a point sensitive enough to be keyed by the PTT button, but not so sensitive that it is keyed by your voice in the mike.  The anti-VOX can't be so high that it prevents keying.  If the transmitter has the PTT mod, it is utilized in the VOX position of the Operation switch.  I'm speaking from an HT-32-centric point of view, so your terminology may vary.

You didn't mention if you've tried both MOX and VOX, but if the problem is also in the MOX position, it could be anywhere from the mike cartridge on in and some basic troubleshooting is in order.  You indicate that you can't modulate in AM or SSB, but didn't indicate if there is carrier in the AM position, which would give us a hint as to whether you just have an audio problem, which could start in the mike, or other.
