The ALPS printers will print white.

The model plane/ship/car/train/etc. hobbyists use ALPS printers to print
decals including white.

There are people who will make custom made decals and who advertise
extensively in the model hobbyist publications.

There is also a yahoo group catering to the ALPS printer users.

I stopped using my printer when I couldn't get it to install with Windows
2000.  One of these days I'll try get it to work with XP.

The trouble with scanning/reproducing etc. is that it is impossible (or 
nearly) to find a printer
that will print the white letters needed for these dials.
