I finally found the article about detecting resistance in ground
connections.  It's on a web site Tales from the Tone Lounge.  The method
involves using a square wave function generator, an oscilloscope, and a
capacitor.  It does not actually give the numerical value of the resistance
but gives a graphic indication of resistance in a ground connection.  The
author states that he has detected resistances as low as 0.02 ohm with the
procedure.
