No this is NOT a converter.  It is simply a tuner.  It assumes that you will
install the proper heterodyne crystals to cover the frequency ranges you
want.  Unlike the Collins 55G-1, it does not have any active circuitry.
It's main purpose is to offer some improvement to the image and overload
characteristics of the receiver when used in the low frequency ranges.
