It may be longer than milliseconds. The time it takes the inrush limiter to 
heat up will set the time that the voltage applied to the radio rises to 
near normal.  I have not measured that time but it would be good if someone 
did and reported the results.

Do not confuse spike protectors and inrush current limiters.  A spike 
protector conducts when the voltage goes too high.  The inrush current 
limiter is a modest resistance when cold and a low resistance when hot.

The inrush current limiter should be chosen to match the normal current 
drawn by the radio. For this reason it is a good idea to in stall one (you 
only need one, preferably in the hot side of the line after the fuse) in 
each radio you want to protect.
