Absolutely correct.  Taking a hint from another poster about parallel
resistances or conductors, I first measure a resistor in circuit.  If it
reads what the color bands suggest, it is probably good.  If it reads
more than tolerance (as indicated), I will then unsolder one end and
measure again to confirm it is actually bad.  It takes time but is very
instructive and a great learning experience.

SOAP BOX:

If more hams would just take an old vintage rig and try to get it back
on the air, we would have a much larger pool of talented ham radio
operators.  Learn by doing.

I have another question.

Whan checking resistors in old sets, to see if they are in tolerance, is
the only way to check them with any accuracy to first remove one end.
With both ends of the resistor soldered in place, in many cases isn't it
in parallel with other components, thereby making the resistance
measurment too low?
