[Hallicrafters] S27 and EBS

Hello to all.
 Does anyone have any knowledge of the old Civil
Defense Emergency Brodcast System?
 The reason I'm asking is I have a S 27FCC and a much
altered HT 9 that (I was told) came from a BC station,
probably replaced in the 60s (?)
 Both units are really ratty, the receiver has the CD
triangle in a circle roundels and dymo tape
instructions stuck all over it. Due to careless
storage for years they have considerable exterior
rust, so the S 27FCC at least will get a refinish. 
 I suspect the transmitter was what we used to hear
when the Conelrad EBS was tested, just a tone on the
CD freqs. 
  Why did FCC need a unique HF reciever? There is not
much difference between the FCC and the plain S 27:
they tune slightly different freqs, one 6V6 audio tube
is eleminated and on this radio the RF gain is
bypassed, the two leads soldered together on one of
the gain pot lugs. Thats all I see so far.
 The HT 9  may be only a paperweight, or maybe an
ambitious restoration someday.
