In answer to Duane's question re the origins of the 11-meter Class D Citizens Band service:

Although I had my ham ticket by the time 11-meter CB came into existence, I recall that its initial aim was to provide relatively low-cost two-way communication for small businesses. My father had a beverage distributorship, and I installed Johnson Messenger transceivers in his trucks so his office manager could keep in contact with the driver-salesmen during the workday. Groundwave communication was fairly reliable for about a 10-mile radius.
