Some black beauty capacitors do fail in the "short"
mode. However, more often than not, they start
getting "leaky" and start acting like there is a
resistor in parallel with the capacitor. This can
resort in changes in bias, etc., on the tubes. At
first, the changes are not really noticed. Then, as
the capacitor continues to fail the changes in
performance become more and more pronounced.
