David,

If your new capacitor is not too old, it should work fine. Typical tolerances 
on most older electrolytics were +100% -20%. It's just a filter so the value 
isn't all that critical. On old radio restorations, lots of people take apart 
the old cans, clean them out, and restuff them with new capacitors. If you can 
find one of the can openers that cuts the edge of the can it works very well 
for taking apart the old twistlock caps.

In your case, I'd say re-form the 20 uf caps and if the leakage is low, go 
for it.
