I have seen one or two of them.  Most had a plate on them station that they 
were special for the FCC.

Hallicrafters made special models of several receivers for the Commission, 
the Lighthouse Service, The Navy Research Labs, the US Army and more. Some of 
these had plated on them and on others, the special model was engrabed on the 
panel. Then, of course, there was the HT-4 which became the BC-610.
