[Hallicrafters] Dampp Chaiser in SX-101

How about some you experts explain the actual function of the "Dampp Chaser".  I believe it is R89 or R86 in my SX-101.  It is an 8 watt resistor in line with the AC.
 
Were these actually just to prevent dampness?  Any problems with them?  Mine has a light coating of what looks like black carbon ash about an inch from one end.
