If it were me, I would try driving an 8 or 10 ft copper pipe into the ground 
and mount the Butternut at ground level on the driven pipe.  With your low 
water table, it should make for a decent ground plane for your vertical.  If that 
doesn't work, then look for other solutions, such as the MFJ base plate 
(which you can ground the base plate to the already driven copper pipe).  Don't 
forget to fence in the vertical to keep stray hands and paws away from the RF 
voltages that will be present at the base of the antenna, regardless of how you 
ground it.
