There are two leads from the transformer that make up
the 6.3 VAC heater ("filament") circuit. One side
goes to ground (the chassis of the set). This should
be the lead that goes to the electrolytic "can"
shield. The chassis of the set then provides this
side of the circuit. You need to make sure that the
"can" is well connected to the chassis. Or, move the
lead to a point that is definitely connected to the
chassis like a terminal strip terminal that is
connected with a machine screw.
The other lead from the transformer secondary goes
from tube socket to tube socket. This can "branch
off" with wires going to several sockets from the same
point.
If you are indeed getting a good "ground" connection
from the one side of the transformer, you need to use
some type of AC voltmeter with one test probe
connected to the chassis of the receive and then
"look" at the various points of connection starting at
the first place the wire from the transformer is
connected.
If I were a "betting" man, I would put my money on the
connection to the shield of the capacitor. Move the
wire from the transformer to a connection that you
know for sure goes to ground and there is a very good
chance that you will get heater voltage.

that, It just seems to dissapear. Does any one know
which stage or tube it powers first. On the schematic
I have it only shows two wires to the heaters, but,
they don't show the path.
