Here are some things you should test/look into:
1) Check the operation of the VR tubes
2) Note that the mercury relay must be upright to operate properly
3) ALL paper caps are suspect of being leaky. Repeat ALL
4) All resistors should be checked for having changed in value, especially
the speed-determining ones in the multivibrator.
5) Substitute a new known good 12AU7 or better yet a 5963 computer rated
equivalent for the multivibrator tube.
